Achieving Whānau, Hapū, Rūnanga and Iwi Aspirations through a Whānau Ora Commissioning Model
Project Background
Te Pūtahitanga o Te Waipounamu is a partnership of the nine iwi of Te Waipounamu, supported by Te Taumata, which oversees the kaupapa of Whānau Ora. Over the past five years, its commissioning model has funded more than 200 grassroots whānau initiatives across nine funding waves.
The model is highly participatory and grounded in the belief that communities already hold the ideas, knowledge and capability to create their own solutions. This research explored how directly commissioning whānau-led activity contributes to iwi and rūnanga aspirations and aligns with the Whānau Ora Outcomes Framework.
Four iwi, two rūnanga and one whānau business were involved, representing different locations, structures and experiences with the commissioning pipeline. Initiatives from Wave 8 were not included. Participants ranged from Chief Executives and rūnanga leaders to whānau. The study drew on data from earlier wave evaluations, along with demographic, funding and regional data provided by Te Pūtahitanga o Te Waipounamu.
