MAR Multi-Agency Response
Project Background
In January 2026, Ihi Research delivered the Multi-Agency Responses (MAR) Case Studies report for The Centre for Family Violence and Sexual Violence Prevention, as part of a linked, three-part MAR Outcomes Evaluation that also included a system-wide outcomes evaluation synthesis and a Social Return on Investment (SROI) completed in partnership with Wellbeing Economics (with the SROI focused on the social value of one case site).
The case studies report presents four in-depth, place-based case studies to evidence how multi-agency family violence responses are being adapted in different contexts, what outcomes are being achieved for whānau and stakeholders, and what system constraints remain. Methodologically, the work uses a mixed-method, case study design that combines whānau narratives and interviews, agency and partner stakeholder interviews, and local monitoring and administrative data, alongside an explicit outcomes attribution approach linking outcomes to causal mechanisms and assessing the strength of contribution claims across practice and system settings.
Overall, this project demonstrates Ihi Research’s ability to deliver complex, system-level evaluations that integrate whānau voice with multi-agency operational and monitoring data, translate findings into clear outcome pathways and attribution, and extend evidence into economic value (SROI) to inform investment, commissioning, and improvement across interconnected social systems.
